The HSSE Manager is tasked with establishing, maintaining, and continuously improving a robust HSSE management program on the Tangguh UCC Project that aligns with contractual and corporate requirements. This role supports the project manager, who is ultimately accountable for achieving the project's HSSE targets, such as zero harm, prevention of environmental incidents, and overall regulatory compliance, by developing comprehensive HSSE systems and processes from project inception, providing proactive leadership, facilitating ongoing training and auditing, and overseeing a multidisciplinary team of HSSE professionals.

Job Description:
Role:
The HSSE Manager is tasked with establishing, maintaining, and continuously improving a robust HSSE management program on the Tangguh UCC Project that aligns with contractual and corporate requirements. This role supports the project manager, who is ultimately accountable for achieving the project's HSSE targets, such as zero harm, prevention of environmental incidents, and overall regulatory compliance, by developing comprehensive HSSE systems and processes from project inception, providing proactive leadership, facilitating ongoing training and auditing, and overseeing a multidisciplinary team of HSSE professionals.
Main Responsibilities:
1. HSSE Strategy, Systems, and Program Development
· Assist with developing and implementing a comprehensive HSSE management program, including policies, procedures, and plans covering all aspects of HSSE management.
· Assist with establishing and reviewing Key Performance Indicators (KPIs) to measure program effectiveness.
· Ensure that all HSSE practices align with project and contractual requirements.
2. Team Leadership and Field Oversight
· Lead and mentor a team of HSSE specialists, including Safety, Health and Environment personnel, ensuring effective coordination and accountability.
· Oversee field inspections, audits (both internal and third-party), and safety review activities.
· Assist project managers and supervisors in driving a strong HSSE culture through training, field supervision, and regular safety briefings.
3. Risk Management and Hazard Control
· Oversee the conduct of thorough risk assessments and hazard identifications for high-risk activities, such as confined spaces, heavy lifting, hot work, radiography, work at heights, chemical cleaning, and live electrical systems.
· Ensure the effective implementation of control measures, including Permit-to-Work systems and safe work procedures.
· Monitor compliance with established HSSE practices and oversee corrective actions where necessary.
4. Incident Management and Investigation
· Manage and coordinate accident, incident, and near-miss reporting and investigations.
· Utilize appropriate investigative tools (preferred experience with TopSet or a similar RCA process is an advantage) to determine root causes and implement corrective and preventive measures.
· Maintain a robust process for close-out of action items and disseminating lessons learned.
5. Communication and Reporting
· Report directly to the Project Manager, regularly updating HSSE performance, emerging issues, and progress against KPIs.
· Prepare and distribute weekly, monthly, and ad hoc HSSE reports and bulletins to key internal stakeholders, corporate HSSE, and the Owner.
· Establish formal communication channels with Owner representatives, subcontractors, and local regulatory authorities.
6. Training and Competence Development
· Develop and deliver tailored HSSE training programs (including site orientation and job-specific training) to ensure all personnel meet project and Owner expectations.
· Establish competency checks to ensure that employees can demonstrate competency to undertake specific tasks and operations safely and efficiently.
· Foster continuous improvement by encouraging feedback and providing specialist advice to management and the workforce.
7. Auditing, Inspections, and Continuous Improvement
· Plan, organise, and lead regular HSSE audits and field inspections to evaluate the effectiveness of HSSE practices across the project.
· Recommend improvements based on audit, inspection and observation findings and feedback from incident investigations.
· Monitor trends, analyse data, and drive continuous improvement initiatives in collaboration with the HSSE team.
8. Stakeholder Engagement and Relationship Management
· Build and maintain strong working relationships with the Owner’s safety/security officers, owner consultants, subcontractors, and local authorities.
· Ensure regular dialogue and a cooperative approach to HSSE issues, maintaining transparency on program performance and challenges.
9. Emergency Preparedness and Response
· Develop, implement, and oversee comprehensive emergency response plans and evacuation procedures.
· Coordinate HSSE aspects of emergency response with internal and external teams, ensuring effective implementation of training and necessary equipment provisions.
10. Other Duties
· Undertake any other HSSE-related duties the Project Manager assigns to support the project's overall success.
Requirements:
(Knowledge, experience and qualifications)
Experience:
· Minimum of 10 years’ experience as an HSE Manager on large-scale EPC construction projects.
· Proven work experience in the S. E. Asia & the Middle East, with a strong understanding of local regulations and cultural considerations.
Qualifications:
· Tertiary qualification in Safety Engineering, Occupational Health and Safety, or a closely related field.
· Relevant professional certifications, e.g., ISO 45001 Lead Auditor Certificate, Root Cause Analysis qualification, NEBOSH, IOSH, or equivalent, are preferred.
Skills and Competencies:
Candidate must have the ability to:
· Competently manage, support, and motivate an HSE team to meet all project HSE demands and achieve and maintain optimal performance.
· Develop comprehensive HSSE systems explicitly tailored to the unique hazards of large LNG construction projects, defining policies, procedures, risk assessments, and emergency response plans for the complete project lifecycle.
· Seamlessly embed HSSE protocols within overall project management, ensuring safety measures align with project milestones, contractual requirements, and the technical demands of LNG facilities.
· Incorporate statutory and industry-specific standards to ensure that HSSE management systems meet local and international regulations. Regular updates should reflect regulatory changes and lessons learned.
· Establish robust documentation practices for all HSSE policies and procedures and implement periodic reviews to drive continuous improvement and address emerging risks.
· Convey complex HSSE concepts and expectations to diverse audiences, including senior management, project teams, subcontractors, and regulatory agencies, through detailed reporting and regular safety briefings.
· Demonstrate the ability to lead by example, motivate teams under tight deadlines and challenging conditions, and ensure strict adherence to safety standards on high-stakes LNG projects.
· Utilize Top Set or similar incident investigation software to efficiently analyse data, perform root cause analyses, and support data-driven decision-making for corrective and preventive measures.
· Develop detailed HSSE plans, inspection checklists, and schedules, and execute comprehensive audits and field inspections to assess compliance and identify areas for improvement.
· Establish systems for regularly reviewing inspection and audit findings, ensuring that HSSE practices remain current and effective and driving a culture of ongoing improvement and timely corrective action.
· Foster a proactive HSSE culture through initiatives that promote safe behaviour and accountability. Engage stakeholders, from project managers to subcontractors, to reinforce and enhance safety practices throughout the project lifecycle.
· Demonstrated expertise in developing and implementing HSSE management systems and programs.
· Strong problem-solving, analytical and decision-making skills.
· Excellent communication and stakeholder management abilities.
· Proficiency in relevant HSSE regulations and industry standards
· Strong interpersonal, communication, presentation skills, and effectively able to interact with people of all levels and teamwork.
· The candidate should be independent, self-motivated, result driven and have a good sense of team working skills.
· Good attitude and possess the willingness to learn on the job.
· Adaptable to fast paced work environment, able to work under pressure, able to finish assigned work on time.
· Fluency in English is required to communicate with their diverse team and stakeholders effectively
